Access agreement

Access agreement is a statement by an institution (in the UK) to government about how it intends to contribute to improving particiaption in higher education from under-represented groups.

In the UK , an access agreement is defined by the Higher Education Funding Council for England (HEFCE) (2010) as:

Agreements submitted by higher education institutions to the Office of Fair Access (OFFA), which indicate how institutions intend to: support improvements in participation rates in higher education from under-represented groups; where appropriate, increase the amount of funding available for bursaries and/or for outreach work with schools, further educationcolleges and so on.

 

This definition changed to in the newer undated Glossary:

Agreements with the Office for Fair Access, in which each year universities and colleges set out their tuition fee limits and what they intend to do to ensure fair access for people from under-represented groups, such as financial support for students and outreach work such as summer schools. All universities and colleges which receive HEFCE grants must have an access agreement to be allowed to charge higher tuition fees.
